Windows 10 won’t work

Hey guys, so I built a new pc and I wiped my old hard drive from my other pc. I installed windows 10 with a bootable usb and when windows 10 installed it was stuck on the motherboard screen that pops up when you loadup. So I decided to reinstall windows and it’s the same problem. I try to go to setup with the usb but it’s frozen on the message “setup is starting”.

I think I'd run stand-alone diagnostics on that system. Could be memory, settings, or other hardware problem.

"Standalone diagnostics" means booting your PC from a bootable CD which contains diagnostics utilities. Such discs don't need Windows. One good example is Hiren's Boot CD: https://www.hirensbootcd.org/

Is that a file I can download to a usb? I don't have a cd drive in my pc
