Windows 10 won't boot after software install

I was installing something on my computer and apparently it was one of those programs that installs a bunch of other random software and I unfortunately didn't catch that. So once I realized I was downloading all these programs I decided to turn off WiFi and started uninstalling them one by one via control panel, once I uninstalled all of them (or so I think) I decided to do a restart and since then I've been unable to load back into windows. stop code "FLTMGR FILE SYSTEM"

Also the blue screen is stuck at 100% and windows self repair fails

boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
choose command prompt
type chkdsk /f c: and press enter
2 paragraphs may pop up, agree to run it at startup and restart PC

if that doesn't fix it, may need to reset PC
Is there anything on it you want to rescue?
boot into comman prompt like above
type notepad and press enter
in notepad, choose File>open
in file explorer, copy any files you want to save elsewhere (just in case reset fails)

now to get to reset menu, close out of cmd, choose the back to troubleshoot option and the only other thing on this screen should be reset this PC
You have 2 options, keep files and settings, or wiipe it completely

do you have a win 10 installer? just need it for boot drive - On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

see if running system restore fixes it
change boot order so USB is first, hdd second
boot from installer

choose system restore
choose a date, prior to when you installed that software, hopefully there is a recent one
PC will roll back system settings and maybe fix this error.

keep files/settings (Files = library folders. Library folders = Documents, pictures, movies, music (the default folders that come with windows). Settings = logins and desktop)
Wipe Anything takes PC back to how it would be if you bought it in a store today
Once you choose, PC will restart and reinstall win 10
