windows 10 wont let me access bios?

I am trying to overclock my amd fx 8320 from 3.5 ghz to 4 ghz but for some reason on start up i cant access bios it just loads up windows even though i have fast startup off and hibernate off can someone help me?

Have you tried restarting from Windows into the BIOS? Sounds like it installed in UEFI which makes it so that Windows 10 will be controlling POST and the only way to get into BIOS is by doing it from Windows itself.
