Windows 10 won't let me change read only folders.

Someone please help with this really annoying problem causing me no end of time wasting and stress.I want to change folders so they are not read only. In this particularly case I trying to add another folder to my steam account on my other hard drive but I cannot because it won't let me remove the read only from the folder I make. (I make the change and it resets).

I have tried changing the permissions and that doesn't work. I found one option and I tried that on my drive but I get '' access is denied '' or '' failed to emurate '' messages coming up so that doesn't work. Please help.

Update: It said my Hard disk is read only...how do I change this please ?

I hate windows 10 all I want to do is change my files on my computer and it won't even allow that.
 
Why would I not be able to de-select read only ? that is necessary for writing things to them.

It said my hard drive is read only when I try to add a folder through steam....Ill update my info here but how do i change my HD from being read only ?

One again i find the same old solutions to change the owner/permission and i have but when I apply it it comes up with '' an error occured '' and failed to emurate messages again...i hate this loop. 🙁
 
Ok Running steam as admin allows me to make the folder now but steam gives me an error saying its running on compatibility mode which may cause errors. The rest of the info some have warned about is risky. I like to be sure on what im doing and Im not a techy. I do wonder tho why this has to be so frustrating and hard just to give permissions to change some of my own basic files.
