Windows 10 won't work all of a sudden (no update)

Windows was working fine but all of a sudden when I try to boot into windows, the boot logo shows up then there is a pause and then the boot logo returns magnified and at the bottom right of the screen as if the resolution changed all of a sudden. Windows then crashes. I took out the RAM and GPU and inserted them again but still the same thing. I also tried a fresh install on a spare drive but same problem. Please let me know if you have experienced this before and possibly know what is causing this issue.

the drive with a clean windows image will it post with just onboard video?? if not try running memtest86 from a usb stick see if there a bad stick of ram.

I tried Ubuntu and I was able to get into the "Try Ubuntu without installing" just fine. So now I am trying to install Ubuntu to the hard drive to overwrite the Windows install. Since Ubuntu loaded just fine, and reports the total RAM amount, does that mean that bad RAM is not the issue. I also found that the windows startup logo enlarging does not only happen for the windows install but also the windows installer when booting from USB. The installation options are enlarged and partially off the screen.
