i have win 10 x32 ver and was looking to getting the x64 version but not sure if my cpu would do the job its a amd athlon x64 dual core 5400b AMD Athlon 64 X2 5400B

It will run it. Slowly, but it will run it. It won't be any worse than it is with the 32bit version, and if you increase the amount of RAM you're using beyond the 3.5GB supported by the 32 bit version, it may even increase performance somewhat depending on what you're running or doing.

Solution
Windows 10 64 bit minimum System Requirements are 1.0 Ghz CPU and 2.0 GB RAM... Your Athlon is around 2.8 Ghz? and you probably have 2.0 GB or more RAM(?)... so it should run it, at what speed should be determined by the task, and total RAM size you're willing to install... probably up to 8GB.
