Windows 10's ghost is downloading

About a week ago I started the win 10 download. I have a strict data limit and was forced to stop the download before it was finished. Now whenever I connect the pc to the internet it begins the download in the background again. According to task manager, the program is called "Service Host: Network Service (17)" I end this with task manager and it begins again about a minute later. How can I stop this? Auto Updates are off. My OS is windows 10 because I downloaded it on a flash drive, but even after that, the problem still persists.
