I meant like the clipboard itself. The command ctrl c and ctrl v does not work, not the clipboard history thing. Copying with the context menu also does not work.its the history that isn't working it seems

First scan of SFC did not find any errors. I then ran Repair-WindowsImage -Online -RestoreHealth and then run another scan of SFC but I did not know the result of the scan. The problem is still here. I forgot to tell you, the glitch only happens sometimes and a shutdown or restart usually fixes it.right click start
choose windows terminal (admin)
When it opens, if Command prompt is open window, click the down arrow on title bar and choose Powershell
type SFC /scannow and press enter
once its completed, copy/paste this command into same window:
Repair-WindowsImage -Online -RestoreHealth
and press enter
SFC fixes system files, second command cleans the image files that SFC uses to compare against.
re run SFC if it failed to fix all files the first time you ran it above, and restart PC
right click start
choose settings/system
scroll down and choose clipboard
click clear clipboard data
if neither of these help, I have to dig more. Silly google search just shows the history bug
A lot of my startup programs which are on without me changing anything that are visible in the task manager are from big companies like Microsoft, Apple and Steelseries there is only a single app that is from a small company so I'm going to try to turn it off first and maybe give you status updates.it could be a conflict with another start up program?
You could try a clean boot and see if it changes anything - make sure to read instructions and make sure NOT to disable any microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows
it doesn't remove anything from PC, just stops it running at start up
if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame.
problems that only happen sometimes are worse than ones that happen all time, harder to figure out.
