The latest Windows 11 has a bug with it's CPU usage reporting. Apparently, it can severely underreport the current CPU usage.

The CPU usage reporting on Windows 11 is seemingly buggy according to several reports online. Certain tools are showing low CPU usage whereas others like Task Manager are reporting high usage.

The latest being a beta build in the Insider's channel so... Not sure if this is anything to really worry about yet.
