Although this doesn't happen too often, (it's rather hard to demonstrate something that doesn't happen often) Windows 11 keeps freezing for a few seconds or lagging and when it does so the sound goes loud.

The best way to describe this situation would be to imagine if there was a sound that went like: "This is a test," and when it does what I describe it goes "This is a TEEEEEEEEEEEEEEEEEEEEEEEEEEEst,"

Can someone help me with this?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

You might want to see if and when the issue replicates and when it happens, that you've taken a video of it. Host the video on a site akin to Imgur and then pass on a link for us to see.
