Is windows 11 currently safe to install for gaming for 11th gen intel cpus currently of this date of post (in fps comparison)?

Any difference in performance is practically negligible. And as far as I know, there wasn't any performance issues with Windows 11 running on Intel 11th gen processors.

I am using an 11600K on W11 and am seeing little to no difference before/after.

The only way to answer the question to a satisfactory degree for yourself is to benchmark your computer with Windows 10, then install Windows 11 and benchmark it again.
