Question Windows 11 latency spikes

Hello guys i did 4 clean installs , vbs off , c states off , everything power economy in bios off including pcie , i have a 12900k and a 4090 and i noticed some random lags at first then i could spot my issue using latencymon. Power plan is high performance and gpu prefer maximum performance. I could not solve the issue even if turned off the windows defender and real time protection , i run the os without drivers to see if it was driver related but still same issue , random big spikes.

This issue is not apparent in custom windows 11 isos or normal windows 10 , the latency actually is very low with no spikes. Its clear to me that this is a win11 issue , my laptop is also affected.

Is there a way to run the official win11s with low latency without spikes?

12900k 5ghz pcores , 4ghz ecores (static oc) , Z690 Hero Asus motherboard , 6000mhz 40 (6200 36cas oc) cas trident z5 ddr5 32gb , tuf 4090 , hx1500i corsair psu , 980 pro 1tb , 4tb sundisk ultra ssd .

Yes flashed the latest bios behind the motherboard and run everything stock as well not even xmp , no improvement , tested my Asus laptop on win11 as well and have the same spikes. I tried the Revi win11 custom os no issues , win 10 no issues. I tried pretty much everything i could think and i got no resolve the latencymon starts with low latency then at 30seconds things get radomly wild. Stock bios with no drivers with a clean install of win 11 had the worse result.
