Question Windows 11 USB installation media boots to a black screen ?

I have just replaced every component in my PC except HDD and SSD and here are full specs:

MBD: MSI MAG B650 Tomahawk WiFi
CPU: Ryzen 7 7800X3D
GPU: GeForce RTX 4060 Gaming
RAM: Corsair Vengeance 2 x 16GB 3000mhz CL30
HDD: Seagate Barracuda 2TB
SSD: Samsung 870 EVO 500GB
PSU: Corsair RM1000x

I have restored BIOS to default settings and tried to boot from USB that contains Windows 11 downloaded from Media Creator but every time I try I get black screen with one white underscore line in the top left corner and nothing happens after that until I turn off the pc. I've tried different USB ports, different monitors, I've used a bunch of different settings in the BIOS and I've searched the internet far and wide and nothing has worked. BIOS is flashed and fully up to date. Ram works fine too.

Does anyone have any experience with this and have a solution please?

Pull out 4060 first. Remove all USB drives except the W11 USB drive.

Install Win11. After installation then put 4060 and install video drivers.
I just tried this. I also took out B2 stick of RAM so I just had one 16gb in A2. It came up with a screen saying CMOS has been reset press F2 to run setup which took me in to the bios. I set USB as boot sequence 1, F10 and saved and I let it run but it just took me back to the enter BIOS screen. If I press F11 on load up it takes me to the boot menu and select the USB then I just get the black screen again (with on little white underscore line in top left).
