Hi all. I have this annoying problem after installing Windows 1903. I start Windows and I'm greeted by a screen that seems to be "burnt-in" (sorry, I don't know the correct term). This happens randomly.
I can only rid of this annoying problem by opening anything that takes up the whole screen.
To be specific:
1.) I input my Windows password
2.) The OS starts up and the previous screen (Welcome screen) is still visible, instead of the usual Desktop view (refer to picture below).
3.) I can only get to the Desktop when I press Start, or when I open an application on full-screen.
Steps taken so far:

- BIOS updated
- GPU driver updated
- Monitor (LED) profiles set correctly.
- Made sure cables are secure and snug.
- Windows 10 Pro, 1903; Build 18362.239
