Question Windows 1903, black screen on start-up

Hi all. I have this annoying problem after installing Windows 1903. I start Windows and I'm greeted by a screen that seems to be "burnt-in" (sorry, I don't know the correct term). This happens randomly.
I can only rid of this annoying problem by opening anything that takes up the whole screen.

To be specific:

1.) I input my Windows password
2.) The OS starts up and the previous screen (Welcome screen) is still visible, instead of the usual Desktop view (refer to picture below).
3.) I can only get to the Desktop when I press Start, or when I open an application on full-screen.

Steps taken so far:

1. BIOS updated
2. GPU driver updated
3. Monitor (LED) profiles set correctly.
4. Made sure cables are secure and snug.

PC specs:

• Windows 10 Pro, 1903; Build 18362.239
• i5 8600K
• Asus Prime Z370-A
• Galax RTX 2060 EX White

I'd greatly appreciate any help on this.

Reinstalling Windows should have been the first step really, this looks like a Windows issue.

Thanks Shektron. I have mulled over that, but a reinstall is my last resort. For now I'd like to see if anyone with the same problem was able to find a fix.
