Hey, my friend recently built a PC but he only has a 32-bit operating system PC. He mainly just wants to play pretty weak games, but it fails at running even them at 60 fps.

Specs:
A8-7600
4GB of DDR3 1600mhz RAM

From what I can tell, he should be getting at least 60 FPS on a game like Counter Strike: Global Offensive right? He only gets 30-40. Yes, he is planning on upgrading to 8 GB of ram, but that will be around the end of the year.

Solution
A8-7600 is new Processor ... and 32bit with give big limitation in gaming especially in HSA/Shared Memory..... 32bit OS today only used for Office/college/Home.

And remember if you using APU, he should have Dual Channel memory above 1600Mhz ....

Yeah, he is planning on it. He is unable until the end of the year, but shouldn't he be getting at LEAST 60 with what he has right now? Any problems he go.

What GPU is he using?

The CPU is an APU, meaning info found here :
http://www.amd.com/en-us/products/processors/desktop/a-series-apu

With it being a graphics processor, I don't see why it wouldn't get at LEAST 60 fps, I have him factory resetting the hard drive I gave him at this moment.

The 32 bit O/S will limit to you to 4GB which is okay for some games. The biggest issue is APUs are not good gaming at high fps or for games of mid medium level to higher. Getting a GPU may help a little but that APU will be a serious bottle neck. Your friend would have been better off to go with a AM3+ , LGA 1150 build.

Do you have any ideas on fixing the problem at hand though? Not sure whats wrong with it

I don't know if a 128bit O/S will ever help an APU game at 60+FPS on highend games. The APUs were not designed for high performance, AMD gave up on that segment to Intel. You can't make an APU into a top flight Gaming rig. At best it's for entry level to lower mid-ranged games and it will play those okay.
