Windows 7 64 Bit = 40GB???

I recently built my first build and installed Windows 7 Premium 64Bit into a 64GB ssd.

With the way windows shortens drives, it was shown as a 60GB drive.

After installing OS, I see that it has taken 40 GB of space.

I just want to know why exactly it is like that?
 
I'll definitely save that link for later.

From what I have heard, it should be 20GB when first installed. Mine was 40.
Is it possible I could've doubled the data or made an mistake and how would I go about doing a FULL clean format and reinstalling windows 7?
