Windows 7 64 bit GTX 560 Display Driver Issue

I have recently built a new PC from scratch, currently I am experiencing an issue which I believe to be a display driver issue.

When I attempt to install my graphics driver (Nvidia Geforce GTX 560) and attempt to reboot my PC it proceeds past the POST screen and onto the "Loading Windows" screen, after the logo appears and finishes loading, instead of it moving on to my login screen it hangs on a blank BLACK screen with just my mouse pointer visible.

Regardless of how many times I reboot my PC it always hangs right after the windows logo screen, I have attempted to do restores about 10 times and each time I restore I boots up fine, until I install the display drivers and attempt to restart. It does boot up in safe mode, and works fine on fresh installs.

I have tried running the repair tool on the windows 7 disc, and in safe mode with no avail it tells me nothing is wrong. I attempted to run the start up repair and that also says nothing is wrong.

When I go into Device Manager under Display Adapters after I complete a system restore it does say "Nvidia Geforce GTX 560" and that it is working properly. Although it says I need to reboot to complete the update, which must be because this particular working system restore point was created after I installed the driver but before I restarted my pc. The only issue is when I go to restart my pc it hangs on the black screen again.

Graphics Card: EVGA Nvidia Geforce GTX 560
Memory : 8GB DDR3 1333mhz Ram
PSU: 950 Watt

1. Download latest driver to HD
-WHQL Latest http://www.nvidia.com/object/win7-winvista-64bit-280.26-whql-driver.html
-Latest Beta http://www.nvidia.com/object/win7-winvista-64bit-285.27-beta-driver.html

2. Uninstall the GFX drivers

3. Use reg cleaner like CCleaner to remove all things nVidia

4. Reboot .... Do not let Windoze install new drivers, search for new drivers or do anything.

5. Install latest driver.

you can try the beta .... if it works great .... if not try the latest WHQL driver.

1. I downloaded the latest WHQL (280.xx.x) one.

2. I uninstalled the GFX driver in add/remove programs.

3. I used CCleaner to clean my registry of 2 nvidia files, although I just scanned it, is there a way to specifically target nvidia files I might have missed?

4. I also used driver sweeper as well as uninstalled the Nvidia Display Adapter in device manager.

5. I rebooted and installed the new driver, rebooted when the driver installation prompted me too and it hung at the black screen with just the mouse pointer again.

6. Currently am in safemode and my device manager says the nvidia geforce 560 is my active adapter.
