Windows 7 64bit installation freezes after loading windows files

okay so I’ve been thinking about upgrading my OS from Windows 7 32bit to 64bit on my OptiPlex 760, I have created a bootable USB drive with an ISO for Windows 7 64bit. (Bought a product key and went onto Microsoft site and downloaded ISO)
I tried booting into my usb, it would get past windows is loading files, then it would just freeze at starting windows. No spinning color balls or logo whatever you wanna call them. My BIOS is the latest I can install on my old PC (A16) and I have my settings to boot under legacy mode.

I can’t figure out a solution as I tried different other methods of fixing with no success.

SPECS :
CPU, MOTHERBOARD, HDD, AND PSU ARE ALL THE DEFAULT OPTIPLEX 760 PARTS.
GPU : Nvidia GT 9500
