Windows 7/8 DVDs and Downloads

I bought a laptop that had 2 Operating System DVDs, one was Windows 7 the other was 8, that came with it, Windows 7 was already installed on the laptop.

I am now planning on building a PC and I was wondering if these would work.
They say "For Use With a Licensed HP or Compaq PC".

These also came with 2 more discs for each OS disc, they say Application and Driver Recovery DVD.
The OS discs also say in finer print "Contains software and drivers already installed. For software re installation and repair only".

I need to know if I will be able to use these OS dvds on a PC that I will build myself without any HP parts?

These are system disks, and keyed to the Windows sticker on the bottom of your notebook. You will need a new copy of Windows for the new build.
