Windows 7 Boot Problem

My Windows 7 Desktop PC (Its an HP Pavilion Elite HPE 180-t computer) won't boot up. It goes to a screen that tells me that "windows has encountered a problem communicating with a device connected to your computer" and to remove any extra hardware I also get a status code of 0xc00000e9. I have removed everything except the monitor, keyboard, and my mouse. I've tried the startup repair, but it said that it cannot repair and gave me an error with Sig 5 as ExternalDevice. I can't boot into Safe Mode. Bios boot priority is with the hard drive going first. out of warranty.
