Windows 7 CD/DVD driver missing

I have read numerous solutions to this problem on several other forums(as well as here)but the problem still persists(I haven't tried re DL'ing the ISO again,because I encountered this problem months ago,I re DL'ed the ISO and managed to install win 7 but the Internet is so slow this week( 20kbps DL speed))

So here's what happened

I noticed the PC started to hang a bit when playing(League of Legends)so i decided to use Combofix,Adwcleaner and I performed a defragment(Defraggler) and left it overnight.When i woke up, it was on startup repair, but I couldnt repair the error(it was stuck on a bootloop).So I decided to do a clean installation of windows 7,so I used my previous USB and managed to install,it booted up to the COMPLETING INSTALLATION screen(i have removed the USB when i booted it up),it seems to take so long that i decided to reinstall again,so i booted from USB again,reformatted HDD(the HDD is using the 40 pin cable)then proceeded the installation,the PC froze during 71%, so decided to reformat yet again,this time, it shows CD/DVD driver missing(this pc has no USB 3.0 port,no legacy ,no sata/raid),i tried clicking cancel and changing ports but to no avail,re burning does not seem to work),i reinserted a usb with some drivers i DL'ed (fp6something 64bit)but all that is displayed is BOOT (X:) it does not seem to detect the usb and HDD(but the bios detects it), and thats where im stuck

TL;DR, windows 7 cd/dvd driver missing when pressing setup,usb not detected only boot(x:),no bios setting for sata,legacy,no usb3.0
Please forgive if i posted on the wrong forum,its been three days and its very frustrating since finals are near
 
First, reset the BIOS to optimal defaults, save the settings and reboot.

Next, you probably have a damaged MBR boot record and need to do a CLEAN install, which requires taking specific steps to delete ALL existing partitions, which is different than formatting the existing C:/ partition. Follow the steps at the following link exactly, paying particular attention to choosing the "custom" method and deleting ALL existing partitions on the drive when you get to the screen where windows asks where to install. Do NOT create a new partition after that, leave all of the drive space unallocated and windows will create the necessary partition and boot record automatically.

Be sure to disconnect ANY other connected storage drives prior to performing the installation so that if there are hidden boot partitons present, they don't interfere and to avoid accidentally deleting partitons on other drives with desirable data on them.

Hi, thanks for taking the time to reply.

I would like to know how to clean the mbr,when i choose install(setup),it goes directly to cd/dvd driver missing,and when i open command prompt and type disk part > list disk, nothing shows up

EDIT:my HDD uses 80 pin,not 40
I plugged in my external HDD(1TB),it wont spin(i hope this additional info helps
 
Well, there can clearly be an issue with the storage controller or dvd drive having problems, especially since considering you're using older IDE hardware it's probably past it's useful life. I'd remove the DVD drive from the unit, set the unit to boot from USB and use a USB ISO to install with following the method outlined on the page I linked to for the installation. If it still refuses to install it's probable that you have a problem with the storage controller and thus, the motherboard.
