Windows 7 Clean Install Not Working

I'm having problems installing Windows 7 on my Dell Inspiron 1525 computer, which currently runs on Windows Vista 32 bits. I have access to a free license with my school so i downloaded my version and burned it on a DVD. Once that was done, i read a bit about how to clean install Windows 7 and i tried going through the process. My problem is just after i tell my computer to boot with the optical drive, it just ignores the command and boots Windows Vista instead. The "Press any key to bla bla bla" text doesn'T appear. Is there something i'm doing wrong? I've been browsing a few threads and nothing has been fruitful from the solutions there.
 
Do you have the DVD drive as the first device to boot from in the Bios options ?? -- If it finds an OS on a device that is higher in the boot device listing it will boot from that device before getting to the DVD drive -- so make sure the DVD drive is at the top of the list. -- also there may be a setting for how long the option stays on the screen for you to make the choice and it is possible it is set for a very short time so ou are missing it.
