Windows 7 Custom Cursor reverts to aero after restart

Everytime I change the windows 7 cursor, it stays for that session and just as I reboot it reverts to the system aero scheme.
I have tried the following things:
Placing the Custom cursors folder in the windows cursors folder.
checking and unchecking(both individually) the change cursor with theme.

Its annoying that I have to change it every time I turn my machine on.

You can follow the below steps.

Go to Control Panel
Select Mouse option
Go to pointers tab
Uncheck "Allow themes to change mouse pointers"

Hope this helps you.

As I mentioned already, its not working.
