Windows 7 Desktop Loads, Screen Goes Black, PC Won't Power Off

So my parents have a computer that I put together for them a year or so ago, it's pretty much just a couple hundred dollar web surfer. 6 months ago the internals were pretty dirty and the CPU was overheating because the stock fan is pretty much a piece of junk.

I would get the computer to boot up into windows, the desktop would load and everything, but then the screen would black out very shortly after performing any tasks, as if it went into hibernate. Case fans, PSU fan and CPU fan would still run and everything, but the computer would no longer respond and the Power and Restart buttons on the tower would not perform any functions. I would manually have to switch the PSU off.

I realized that the CPU was getting very hot after opening some software quickly before the PC would go black. I then used a compressor to thoroughly blow out the case and the fans, since they were pretty caked. I applied new thermal paste and the computer was back up and running at cool temps., too.

Fast forward about 6 months.

Today the computer "Randomly shut off when I was doing nothing but homework." I tried to power on the PC again with the tower button, no response. Re-plugged the PSU and tried again, no response still. I went through blowing out the case and fans because I thought it was overheating again. No dice this time.

The PC boots up, desktop loads, can do a couple things before the screen goes black. Power still seems to be running on all the fans in the PC but no response. Power/Reset buttons do nothing. Have to manually switch off the PSU. But after doing so the PC seems to no longer want to power on and boot AT ALL anymore, which is strange since these are the exact symptoms from 6 months ago.

I had it running in Safe-Mode for about 15 minutes which is about 15x longer than normal boot desktop.

I'm pretty baffled as a lot of these symptoms seem sort of contradictory.

Here are the specs:

***Mobo: MSI 760GM-P33
(I used to use this mobo but it gave me a lot of trouble. MSI never fixed it and kept sending it back. Found out one of the memory slots is defective and won't boot up with a stick in it, so I've just had 1 stick in it for this family PC)

CPU: AMD Phenom II x4 965

PSU: Ultra Professional LSP 650

Memory: GSKILL Ripjaws 1333 8gb (using only one stick due to mobo issue)

Running on Windows 7 Ultimate, probably outdated. I don't have automatic updates turned on.

 
What motherboard do you have?

I had literally the same exact issue with an MSI 890FX board once, unfortunately msi never gave me a solution, I just had to buy a whole new motherboard :\ My friend with the same board ended up having the issue a few months later.
