My pc (windows 7) is struggling to open anything (task manager takes a long to open, have to wait about half an hour to open any window or program). Task manager says everything is fine, only 2gb of ram being used, cpu on minimal use, and when I'm patient enough to open resource manager, the hard drive is doing fine.
Attempting to shut it off has it stuck on the "shutting down" and won't shutdown even after being left on overnight. When I hold the power button it all turns off but my USB mouse is still lit up.
And so I try booting into safe mode, it gets stuck loading something called class.pnp and about an inch from the top of the screen random colored pixels cover the screen, so I assume it's frozen and hold the power again.
Now this happened a couple months ago, and I fixed it then by reinstalling a failed windows update. However there are no broken windows updates to save me this time.
When did this whole thing start recently? Since it's been so long since it happened I decided "it's probably safe to clean and Defrag my hard drive" cleaning went fine but then when attempting to Defrag, it was stuck on "analyzing" at 0%. I tried clicking "cancel operation" but then it would be cancelling for another hour with no progress. A force shutoff and reboot, all this happens.
What do I do? Online answers told me to run cmd to verify the dlls and such but it returned that everything was fine. I'm able to run cmd and task manager, but that's about it. I don't have my windows 7 disc anymore unfortunately, and repair mode just fails.
If there's no fix coming to mind should I just buy a brand new pc?
Here are my specs:

Memory: 16gb
