Windows 7 does not boot unless the disk in used

Hello,
I have recently installed an intell SSD and a seagate secondary drive. Windows is of course on the SSD and everything works fine, the only problem is that for some reason I need to use my boot disk to get into windows other wise I get a boot failure. I have changed the boot order to hard drive first. Any thoughts?

Set your SSD as 1st on the HDD list in boot options in BIOS.

Try right-clicking on the Computer icon, then Properties.
Then on the Left panel, click on Advanced System Settings.
Then click on Startup and Recover and make sure that the correct o/s is selected.
