Windows 7 does not recognize my external SATA

Hi

I have an HP Pavilion dv6 Notebook which I got around black friday of 2011. several years ago i had a dv9000 which crapped out, leaving the 2 internal SATA hard drives (300ish GB) intact (some display issue..). Recently i bought a SIIG USB 2.0 SATA enclosure, hoping to regain access to my old files (they were backed up on an intermediary toshiba, which was subsequently stolen).
When i secure the SATA drive into the enclosure port and hook up the cable from enclosure to (any of) my USB ports, the light comes on blue and the computer shows that it is "Installing Device Drivers and Software." Then the SATA bridge shows up in the device manager but not my windows explorer dialog box. In the Properties box via device manager it shows that "this device is working properly" (false) and when i try to update the drivers a box pops up to tell me that the drivers are up to date. >_<

Im a relatively novice computer troubleshooter, so i'm sure that there are things i haven't thought to check, but all my searches heretofore have returned fixes for slightly different issues..

I am running a 64-bit version of Windows 7 (service pack 1, i just realized, might that be my key?)

any suggestions advice would be greatly appreciated, thnx!
