Windows 7 doesn't load automatically / Dropdown menus flickering

Hi,
I recently formated a Toshiba Satellite P845-S4200 and reinstalled Windows 7 on it.
The reason I did this is because the dropdown menus where flickering whenever I opened a folder.

I was disapointed however, to see that the problem was not fixed with the formatting, even now, with no programs installed it continues to do this. (Check the video on the link).

And something even more annoying happened this time, I used a USB stick to installed the windows so i changed the boot priorities and once it was installed I re-changed it to boot from HDD.
It is booting from HDD, the problem is it keeps asking me to hit enter key so it can load Windows 7, it's really annoying it doesn't do it automatically like every other computer.

Your YT videos were black screens for me..

Your wait time and having to hit a key it is possible resetting this may fix it.. Changing the wait time may repair the boot setting causing the problem.

Just watched your videos..
The flickering.. I've seen viruses do that and with the mouse. When you type, do the wrong letters show up sometimes. Mouse acts like it has a mind of its own often..
If not that.. I would say something spilled in the K/B and a key is stuck.

The menu always appearing at boot.. What does the text say? The video. It is to small to read.

I ran a whole computer scan to look for viruses but it didn't find any. I checked moving and clicking with the mouse all around but it seems to be working normally. Then I opened a text document and typed all of the keys and the keys where the correct ones...I don't know this is very stange =/

Regarding the windows boot problem, a black screen appears after the Toshiba logo screen, and it says:
""Choose the operative system you want to initiate or press Tab to select a tool"

And it automatically sets the selector to Windows 7, but still one has to press enter.\

Then as tool options it lists only Windows memory diagnose tool.

This should fix your Boot Time Looping issue.. Let me know?

1) First, put your Windows 7 CD in the CD drive.
2) Boot from that CD. (If not loading, specify ROM in BIOS)
3) Select your language and wait for the options menu to appear (can take several minutes)
4) Select "Repair Windows" and choose "Command Prompt"
5) Type the drive letter of the drive that has Windows 7 on it. Probably C:
6) Type the below code and press enter.
bcdedit /bootsequence {memdiag} /remove

The Flickering still has me stumped.
We can try this which cannot hurt.. This has found problems for me no other scanner has found.

Un-Install your Virus scanner (If not already AVAST) and Install AVAST Free here:

Once installed and rebooted as needed.. Also make sure it has the latest definitions to AVAST installed.
Now we want to run a Boot Time Scan.

After that is done.. We want to run MalwareBytes.
Go ahead and install everything MalwareBytes prompts you to install - Defaults. Unless the install wants to add or change your browser or something since the last time I downloaded it. You can obviously skip those options.
You can later Un-Install Malwarebytes and it will thoroughly remove everything it installed.

Those two programs have worked for me more times than I can count in the past at, "cleaning house".
If you screen still flickers.. let me know and we can try to think of something else.
Maybe someone will chime-in here if they have an idea as well?
