Windows 7 Download Problem

I am connected to the internet. Only thing I could download is internet explorer 11. EVERY site on EVERY browser does not let me download due to a certificate error. I tried getting firefox, chrome (used different pc). Tried using ninite and it will not get past setup due to the error with certificates. No I can't upgrade past windows 7 on the problem PC. Any suggestions will be helpful.
