Windows 7 error 19 code

Hello,
Iam using windows 7 , toshiba A505 notebook, my mouse stopped working (even usb mouse) and i got this error 19 message (Registry is missing or damaged).
I installed the driver again from toshiba website, but also i got the same error message. I tried windows fix it programme, but also i couldont fix it. Please let me know what to do .

Might be other registry damage. Try a system restore prior to when the error started happening, to correct registry.
