Windows 7 Excessive boot time

An odd problem has occurred.
When booting PC after a period of shutdown, (Overnight) it takes 5 to 7 minutes to boot.
If i re-start the pc, or turn it off and then re-boot after a few minutes it will boot in about 15 seconds, which was how it was when the SSD was installed about a year ago.
Up to now this has always been the case, turn on and about a 15 sec boot time.
I have run a virus scan and all is clear.
I have tried booting to safe mode, however it takes a long time from cold, and is near instant when the PC has previously been turned on and then shut down.
I have replaced the CMOS battery.
I am running a dual monitor setup and have noticed that one monitor (the main monitor) remains blank, whilst the secondary monitor displays the windows logo.
I have a radeon X1650 Graphics card, which reports as working properly.
My question is this; Could a faulty graphics card cause this problem? Does the graphics card have a battery? I cant see one. I was wondering if the card was loosing it's configuration when shut down for a period of time.

"The PC boots quickly into safe mode without networking." Immediately makes me think that there is a program running at start-up that is trying to get some network resource or there is a problem with your home networking / router set-up. Check out this -

No, no battery in the graphics card. Is the monitor blank thing new? What happens when you disconnect that monitor? Also, where does it delay, on the BIOS or windows boot screens?

I have a dual monitor setup.
I get the windows splash screen on my secondary monitor but the primary monitor is blank.
The PC boots quickly into safe mode without networking.
The problem is difficult to diagnose as I have to turn off the PC and leave it for a couple of hours at least in order to have a slow boot time.
This is what is confusing me. If I turn it off, leave it for say 5 minutes it will boot in about 15 seconds, with the splash screen displayed on both monitors.
However I have just had a thought. I have a power saver multi-plug socket which detects if the PC is switched off and it then shuts off power to the monitors and anything else plugged into the slave sockets. Just wondering if it is not switching on the one outlet to my primary monitor, unlikely I know as I would have thought they would all be dead and not just one outlet. Hey Ho let's clutch at some straws!!

However; I let the PC hibernate this afternoon. When I woke it the secondary monitor woke up immediately whilst the primary monitor took several minutes. Graphics card ???????
