Windows 7 fails to install specific update (KB2670838)

I bought several games over steam summer sale. Two of them (bioshock remastered, bioshock 2 remastered) crash upon startup. I looked into this and everyone is saying that you need this update for it to work. Unfortunately everytime I try to install this update I get this message:

"install update for windows (KB2670838) update 1 of 1 failed"

Take a look in control panel>system and security>system to see your says service pack one.

If not you need to download service pack one and put it on a cd to install. Here is a few thing to try tho to get around making a CD.

That's pretty old update - Feb 2013.
Do you have a lot of non-installed security updates?

I suggest you install them all. Here's how. First this:

After that run windows update and install all the rest updates.
