WIndows 7 hangs up at the Welcome screen. Plz help..?

It hangs at Welcome screen and keeps on getting the Please wait... loading screen.
It doesnt even open in safe mode. What should I do?
I have a Dell Inspiron 1520

Boot with windows original OS dvd and do start-up repair or do system restore to previous known working period

How should I perform a system repair or system restore if I'm not able to go through the welcome screen itself? Can it be done from boot serup?

Yes. It will be done through bootable windows disc only. Try start-up repair first..

On start up repair it gives the following message
Status: 0xc00000e9
Info: An unexpected I/O error has occurred.
Does it mean my hard disk has been damaged?

I dont have any bootable windows disc. Because I've even lost my drivers CD. But that's not a problem because I'll arrange all that if there's a problem with windows and not any hardware fault. But here I'm not able to understand what is wrong in my laptop.

Note: No hardware problem will take you till welcome screen ! (very less chances)

If you dont have Win7 disc, atleast vista or atleast XP.

Insert it --> Boot via cd--> during installation menu popup press "Shift+F10" or some system "Shift+F8" this will take you to Command prompt. Try anything that will bring CMD prompt. After poping up of CMD

Type: BOOTREC.EXE, now follow the repair instruction. there are more ways to bring CMD which is more powerfull command in Windows.

Important: Never FORMAT hard drive in any circumstance, unless it must.
