Windows 7 Icon issue

So I recently purchased this laptop from my little brother and I noticed all the icons were messed up. Any way to fix this? It's super ugly and an eye sore. here is what it looks like http://gyazo.com/c4e62af0a349b476e78acc8622976b35

Nope, icons look normal.
Not the standard Windows one, but normal none the less for the theme pack that is installed.

I spoke to him about it being a theme pack he said yes. Any idea on how I can use the default Windows icons though?

If you right click on the desktop and select Personalisation, you can then choose a new theme to run from there, including the default Windows ones, and the icons should revert back to their normal selves. If not, then head off to the Control Panel>Programs and uninstall the theme pack.
