Windows 7 Install

I was having trouble with a new setup with my old hdd so I installed Windows again on my hdd, of course it kept the old windows content in the "Windows.old" folder but I was wondering if deleting that would be the same as a clean install? Not sure if that makes sense or not. More or less, if I delete the Windows.old folder, is the current windows completely clean, or does it use some of the old parameters from the previous install?

it's clean. hard drive might be a bit fragmented compared to a truely clean install but that is nothing to worry about. system will defrag itself.
