I plan to buy Windows 7 Home Premium and I'm wondering how many times I can use the disk to install the OS on another computer?

You can use the disk as often and on as many systems as you want, but you'll only get one license key and that will only allow you to activate Windows on one computer.

Retail Windows = 1 license, as sminlal said. The disc can be re-used, but you will need something like the Family Pack or a TechNet supbscription to get multiple licences.
