Why in the age of Windows 7 do you still need to fiddle with IRQ settings? Please explain in a bit more detail what the problem is.

I do need to also.

I have computers in an in an industrial setting. So some of the apps are older and need to have the legacy COM1 and Com2 port address and IRQ
