i have this new build and i keep getting an irql_not_less_or_equal BSOD.
i did a clean install of windows 7 ultimate x64 and its still crashing.
specs are:
AMD Ryzen 5 1600
Geforce GTX 1050 Ti
Patriot Signature Line 8GB (2 x 4GB) 288-pin DDR4
Seagate - Barracuda 500GB

the "file" is pointing to pci.sys

any help would be appreciated

Which motherboard do you have?

During setup Windows 7 installed incompatible drivers with the motherboard you have.
AMD does not support Ryzen CPUs (300 series platform) on Windows 7, and Microsoft has essentially ended support for the OS.

Is there a good reason you didn't use a supported OS?

ASRock A320M

and yeah ive heard some bad things about Windows 10, and it seemed that all that was an issue was the usb drivers.
Do you think that where my problem would be?

Windows 7 will run just OK but drivers are not optimized or written for it, so Windows 10 performs better.
Be prepared to have similar errors since there isn't OS support, but drivers will keep updating which will break the link between OS and drivers.
