Windows 7 Lag

I recently got a 650w Thermaltake with 2 x 6pin connectors and a Ati 4850 from a friend. The 4850 use 1 x 6pin connector. Unfortunately the Thermaltake could not push enough amps through one rail, and after straining the ati 4850 for 3-7min, the pc would restart. I tested my friend's 850w, and the problem was resolved. ...I then swaped back my ATi3870 to game till I have enough money for a new PSU. My girlfriend was then gracious enough to buy me a 4890 which uses 2 x 6pin PSU connectors. I tried the PSU (650W Thermaltake) on the 4890 in XP and it ran fine. (for some reason, I was no longer able to run 3DMark as it would bring up the start screen of 3DMark and then become un-responsive). This config worked fine and I was able to play titles like COD4 MW and Aion on full Gfx configuration without any problems.

Then 2 days ago I decided to upgrade to Windows 7 x64.
The instalation went fine and Windows7 was working fine untill I installed my Catalyst drivers from ATi. The system prompted to be restarted, and once it booted again the system was highly unsresponsive and slow, and booting into windows took 7-10min.
I re-installed windows7 and it worked fine again till I installed the Ati drivers. The system would freeze for 1-4 seconds and respond for 1-4 seconds. I was wondering if my PSU could be responsible even if it works fine in XP (although 3DMark doesn't work with my new ati in)or is there something else I overlooked... Is the Windows7 behavior to be expected due to power issues?

For what it's worth, my system config is as follows.

AMD am2 4600 x2
4 gig 667 DD2 RAM
160gig Seagate
80gig Seagate
PCiX 1.1 x16
650W Thermaltake
Club 3d ATi 4890
 
Did you revert back to the 650w? Either power supply shouldn't be a problem unless they're faulty. Have you tried reinstalling the previous OS and see if the issue still exists? Plus, are you installing the 64-bit drivers?
