Windows 7 Laptop and 1080p 2nd Monitor not going Full Screen

I have my 1080p LCD TV hooked up to my Windows 7 Laptop and when I try to put it on it's highest resolution setting (1366 x768) it does not want to go full screen even when I apply the 'scale to fill screen' option. I want to use the highest resolution possible. I've tried getting rid of toolbars and other various things that people have posted about, but nothing has worked.

What cable are you using?

In your graphics card control panel, try to find something for display/monitor options.
