Windows 7 login issue

So my problem is my keyboard and mouse don't work at the login screen and my aspect ratio is * up. The mouse and keyboard work at the startup menu but after that it just doesn't work
EDIT:so I have tried using a basic K+M and still no results also I have tried making keyboard usable through the bios but it still will not work

If you've just reinstalled W7, use a basic K&M that doesn't require any additional drivers. As for your Display concern, you'll need to reinstall your GPU/chipset driver.

Like T_T said if you have a basic set of K&M that may help you get loaded in so you can help the install on the other board/mouse. Are you plugging them into USB 2 or 3 slots? I have had this happen before and I just moved them (I know you tried moving them) to a 3.0 slot and after about a minute the drivers installed behind the scenes and lights came on. Most of the time though I have to get the basic K&M to actually get past login.

Have you tried going through your BIOS and seeing if there's an option to allow keyboard use during boot?

That is a good point. Sometimes under USB/Onboard devices you have to either tell it to always enable USB (Enable instead of Smart Auto). And ensure USB is Full Initialization.
