Windows 7 OEM meaning

So I want to buy a windows 7 64 bit for my new pc. I was looking for it on Microsoft official website but couldn't find it, instead I went on coastal software and I saw it says Microsoft Windows 7 ultimate OEM. I was wondering what OEM means and will it comes with a disk aNd a key?

This is just a license key, with a theoretical link to download from MS.

These type of sites obtain their 'license keys' in various ways, most 'not for resale'.

As said...you almost certainly do not need Ultimate. It brings zero performance benefit.
That price for Ultimate is far too cheap to be valid and legal.
You can buy a valid Win 7/8.1/10 Home for the same price, from a valid retailer.

And if it is below $200, it is almost certainly 'not valid'.
