I got given an old laptop which had windows 7 on it, i took out the hard drive and was wondering that if i connect it to the new Gaming Pc that i m about to construct will i be able to take the install of of it and onto my new SSD
Unless that version of Windows 7 was purchased as a retail full version and installed over an existing OS on that laptop, you cannot transfer it to a new system. The physical hard drive can be used anywhere. The OS license is tied to the laptop.

No.
Licensing - that OS license is licensed to the laptop.
Operation - it will not boot up. You'd have to do a whole clean install.
