Windows 7 on Ebay

Hey Guys

I am about to build my first pc, i am on a pretty strict budget so i thought i would save some money on Windows 7. I went on Ebay and found this product:

Now, is this a full and legal version of windows, that can be installed on all PCs, or is this guys trying to scam people?

Its a Dell OEM copy he is trying to sell. Technically it's not legal. He probably scrapped the COA sticker of a defunct Dell computer and is trying to sell it. I have seen it many times and it's not legal as that key is tied to the system it was originally sold with and is not suppose to be used on another.

Word of caution about buying copies of Windows. Legal copies will only vary in price by a very few dollars. If the price is discounted more than a few dollars, buyer beware!
