Windows 7 on Packard Bell Netbook, need to re-install as ie11 is not working and will not uninstall

I have a windows 7 Packard Bell netbook which has not been used for several months. I recently re-started it and it found and downloaded loads of windows updates. Problem is, IE is now not working at all, I cannot uninstall via 'recent updates' as it does not appear on the list.

I tried to restore to before the updates, but no joy, IE will not work.

Am quite prepared to re-format and start again, but I can't do that either as it requires Administrator name and pass word, which I don't remember.

So, I am stuck and can go no further, any help please.
 
I have a working connection to the internet, IE tries to start up, but just 'stick' with the wheels turning so to speak and has to be shut down in task manager, I cannot access tools or anything.

I tried 2 x Microsoft knowledge fix its today, and neither worked. It looks as though I have been updated to windows ie 11 which is corrupt?

I understand about the password entirely.
