windows 7 photo viewer bug?

hello to everyone its my first thread here!
Soo, i have this strange issue/bug i dont really know what is it.
when i will try to open from this program photos on fullscreen i have this issue.
all options down its not visible.

its problem from windows? from graphic card drivers?or something else?
if someone knows something answer thanks .
