Seen numerous topics but I must not be doing something right.

I just ran DDU and wiped the Intel drivers in safe mode after in place upgrade.

Next tried using the old AMD 15.7.1 CCC install, but still coaching with system exception thread aptikmpag.sys bsod

I have tried the latest drivers too no dice.

Before DDU tried renaming igdkmd64.sys to get around that error, putting daughter to sleep so that name may be mistyped. I'll edit later.

I want to do fresh install anyway but wanted to find some discs before I do that as they are packed away somewhere, so doing in place for time being.

Yes, win7 was activated but that's not issue. I have the USB loaded with the win 10 install from the media creation tool and can activate the way you stated. Issue with that is I need to find some software I have hidden from myself, so in the meantime I would like the in place install to work to see if I really want a win 10 install or stay on 7 and do a clean install with its disk, given the issues I am leaning towards the latter given 2020 extended support on win 7.

I updated the initial question and I tried the beta amd drivers 14.4 from other thread and even the 14.11 that says windows 10 no dice. So then I thought maybe running win update may change something from the default 3gb install that fixes this mess but not sure if they went before it did the Intel drivers because it crashed with the Intel error igdkmd64.sys instead of the amd atikmpag.sys or I think got the atikmdag.sys error trying use the beta. Oh I even tried the original drivers on the disk when I got the graphics card no luck there either.

that will create a file in c/windows/minidump
copy that file to your documents
upload the copy to a cloud server and share a link here, and someone who can read dump files will see if there is something apart from AMD to blame here.

Well that took some doing, I was in a loop due to Windows Update lovely new feature to download drivers that are crashing your system and not allow you to cancel, so I was trying not to get a minidump with the intel driver issue. The timestamp doesn't match the last crash using the AMD drivers, so I am not sure if this is showing the atikmpag.sys error I just generated or the igdkmd64.sys :(

I had to use DDU to remove the intel driver and AMD driver several times due to the Windows update, I finally was able to clear the download cache, use the windows Hide driver tool to hid the AMD driver from Windows Update, but Intel was persistent, so I had to use the prevent device install to finally stop it from downloading/installing/crashing. But then trying to see if the AMD 14.7.1 driver would install that is suppose to have the hot fix for this mess I realized I wasn't blocking just the Intel card but both it and the AMD card as device manager just had the generic Video Controller listed under Other Devices and Display devices is currently Microsoft Basic Display adapter.

I have the beta 14.4.1 driver handy as that was the other thread recommendation and I have Win 10 64bit Crimson 16.7.1 from 7/19/16 which says its compatible with the HD Radeon 7800 series, and you would think would have the fix, but I will try that next and see if I can get a better minidump to ensure I have the right error as the timestamp was an hour off :(

Ok this probably shows it better, unless it needs to be the 14.7.1 driver vs the latest

Also to note, I have the startup/services enabled since nothing is making it through the install and I have removed all the AMD files like Raptr, Playtv, etc so I didn't think this was necessary anymore, startup is only like 3 items, but there are a ton of services.

I just did the clean install and seems to be working now. Pretty strange this was the only way to resolve, I think it was an order of operations I just couldn't get right, but oh well, thanks for the help
