Windows 7 question

Can I buy a windows 7 oem and get windows 10 free? Im building a new pc and I dont wanna buy windows 10 for 100 something I heard the oem is cheaper and buying windows 7 would be even cheaper but will it let me upgrade to windows 10? any suggestions
