Windows 7 repeated power down during boot process

I recently used the dban software to wipe one of my hard drives clean and am attempting to install Windows 7 64 bit from a CD. How ever, every time after reading the windows files and switching to the loading windows screen, the computer powers down for a few seconds before powering back up again and repeating the whole process. It never gets further then the windows logo before it cuts out ( it does not even show the colors spinning out to form the symbol, just the "loading Windows"). Occasionally, it will stay on this screen for 30 min or more.
Any ideas of why this is?

have you tried again to install windows 7 ?
try it again with other cd or usb...
no need to use of third party software for format drive
just try it again and check

if problem is still there then just check your harddisk
but i think your problem will be solved after reformatting

How would I format the hard drive when the hard drive no longer has an OS on it?
