Windows 7 screen blinking

Hello guys. In my windows 7 ultimate 64 bit a new kinda problem has started.The screen keeps on blinking;like it goes black for a microsecond becomes normal for 6-7 seconds.When this happens I have observe that the contrasts and all seem to be less attractive(graphics becomes a bt low). Also I have noticed that when the screen goes black the monitor power button also switches off and when this process starts the monitor buttons don't function.
The only temporary solution I found was to go back to windows basic theme. Can you guys please give me a solution so that I can enjoy my aero theme too. I have a gt 610 graphics card

Keeping the monitor power button pressed prevents the blinking. That pretty much rules out any issues that might happen BEFORE the signal reaches the monitor. Sounds like the power switch on the monitor may have a loose connection / short / or something of that nature.
Is your power supply enough to power everything fully? That would be my first question. There are so many things I would be checking on it that it would be difficult to list them all here. Most of which you've probably already done.

Check power cable connection to the monitor to be sure it is securely plugged in both at the monitor and wall socket (or UPS).
Check monitor cable to be sure it is plugged in securely to both monitor and graphics card.
Make sure your computer power supply is enough to generate enough power for all your components, including your graphics card. Your graphics card may not be getting enough power to handle full power.

ya i have checked all that and it doesn't work...my psu is just 1 year old and so it should be atleast 400-450 watt. what i have noticed is that if i keep my monitor power button pressed then the blinking does not occur . this is really driving me nuts. i have a ups which has been acting a bit weird lately but i tried giving the monitor direct connection and this did not fix it :??:
